Jason Ruscoe is a driver of a 30 years old that has been accused of killing a Melbourne-based father of four and injuring a coworker.

Timmy Rakei, a father of four, was killed when he was struck by a car while working as a traffic controller. Shaun Kilmartin, 38, a coworker, suffered severe leg injuries but was eventually released from the hospital.

On Thursday, Ruscoe has apprehended by police at an industrial park not far from the crash site.

The moment scores of officers swarmed what believes to be a mechanic’s warehouse to arrest him, completing a 55-hour search has captured on video.

He was charged with negligent driving resulting in death, hazardous driving resulting in serious injury, failing to stop a vehicle after an accident, driving while disqualified, and driving dangerously while being chased by police. 

He appeared in Melbourne Magistrates’ Court via video connection that afternoon but did not seek bail.

On Thursday, Ruscoe has apprehended by police at an industrial park not far from the crash site.

On Friday, Ashley Luke Powell, 25, appeared in Melbourne Magistrates Court, accused of picking him up after the incident.

He is accused of intentionally obstructing the arrest of the accused driver, knowing he had committed a significant criminal offense, and of purposely driving toward police officers attempting to intercept him, putting others in danger.

Powell is also accused of driving while disqualified when driving recklessly and leading police on a chase after failing to halt as requested.
