As a result of the campaign, plans were announced in May 2019 to pass “Helen’s Law”. On July 5, 2019, David Gauke, the then-Secretary of State for Justice, confirmed the law would be implemented.

Simms was approved for release by the Parole Board on November 8, before legislation could be introduced.
